The Director of Special Intelligence

presents his compliments to the Under Secretary

of State for the Colonies and with reference to

the accompanying note from the Swedish Minister,

a copy of which was sent to the Colonial Offies

in Foreign Office letter of the 29th May, would

be glad if it could be ascertained by telegraph

whether, as is assumed, the S.S."Japan" voluntarily

entered the territorial waters of Hong Kong but

without the intention to land the mails to be

forwarded by the local Postal Administration,

whether mails landed from ships in such circum-

stances are treated by the Censorship in the same

way as mails entrusted by another Postal

Administration to that of Hong Kong, whether any

maila have been removed at Hong Kong from ships
